I have the honour to draw attention to His Excellency's minute on C.5.0.5505/1906. The expression "As there is no Cadet Officer available" might be taken to mean that if there were such an Officer available, he would be preferred to myself, irrespective of seniority. The importance of the matter will be, I hope, a sufficient excuse for asking whether His Excellency does hold the view that my position differs in any way from that of the local Cadet Officers.
